This is how I do my Latex development.

  1. Install cygwin.
  2. After letting cygwin create a base install, install:
    • imagemagick (required to convert PNG to EPS)
  3. Install Inkscape (required to convert SVG to PS)
  4. Install Miktek
  5. Install TexnicCenter
